Adverse Action and Legal Defense Services

  • The United Postmasters and Managers of America (UPMA) is committed to representing its members in all areas, including adverse actions. Support and representation is provided by the network of UPMA Adverse Action Counselors.
  • Legal Defense Services. When the decision of the Postal Service in adverse action falls within the jurisdiction of the Merit Systems Protection Board (MSPB), the adverse action representative will immediately contact the UPMA Legal Defense attorney. The sole decision on the scope, extent and means of defense then becomes the responsibility of the attorney, with the agreement of the charged Postmaster/Manager/Supervisor.

UPMA: Champion of America’s Postmasters and Managers
By becoming a member of UPMA, members will gain access to many valuable services and benefits available only to UPMA members.  In addition, you will join a special fraternity of more than 34,000 other Postmasters, officers-in-charge and retired Postmasters.  You will gain additional insight, ideas and career assistance by networking with your fellow UPMA members.

UPMA members own outright the UPMA National Office building in Alexandria, VA.  A National Office staff of full-time professionals works to promote the interests of Postmasters, OICs, Managers and Supevisors.

UPMA enjoys strong financial health.  The organization maintains a healthy reserve fund balance on members behalf.  A presidentially appointed Budget Committee, the makeup of which changes every year, but always includes the national secretary-treasurer and one returning member for purposes of continuity, draws up the annual UPMA budget.  The Budget Committees recommendations are carefully considered and voted on by the UPMA National Executive Committee.

Membership in UPMA is voluntary; we can only be a successful management organization if each current UPMA member makes it his or her personal responsibility to invite new members to join.  Get to know your fellow Postmasters and managers of all levels.  Ask them why they are not a member.  Share with them the benefits of membership by sharing the talking points on our website and those listed above.  You were motivated to join, motivate someone else!
